SWIMMING or BOATING

For those of you who doesn't read Hebrew fluently, it says:
SWIMMING AREA - BOATING FORBIDDEN
and NO I'm not mistaken!
I'm still looking for the Arabic and Russian translation.

Since I put it up, some of you wrote me that in English it says "NO SWIMMING - ZONE OF WATER TRANSPORTATION." Tnx

What EXACTLY do you have to be careful about?

if you enlarge the picture, you can see the address, is stated twice, so you don't miss that, and then it says (in Hebrew) Department of JUSTICE , LEAKAGE Division . Who would have thought there is an official department to give out all the secrets of the justice office?

Did the Afula municipality rephrased it by purpose, or someone didn't remember his second grade class?
