I stayed at the Haus der Jugend. The youth house in English. It was quite easily locatable, just a few minutes walk from either the Sudbahnhof or the S-U-Bahns in the old town. It's on the south side of town, across the river. There's a ton of rooms in this place, so I wouldn't think that even in the summer, that reservations would be necessary. It was cheap as well, only 12USD, and that came with sheets, a locker, and b-fast (which was really good!)
12USD for a bed in an 8 person dorm, including b-fast, locker, and key card for your door.
