I remember more than 10 years ago when I visited DC for the first time, we waited in line for about 40 minutes to get inside the Washington Monument. That's not too bad compared with today. Since they tightened the security in recent years, Washington Monument has been the second toughest building to visit, only next to the White House. Its security level is actually no different than other government buildings or museums. But due to the small space in the elevator and observation deck, the number of visitors is controlled. The best way to visit is to request your tickets via mail ahead of time. Although there's a small number of tickets reserved for walk-up visitors, these usually get distributed within the first few minutes when the info booth opens. I didn't get to get inside when I visited DC this year.

Also, around Washington Monument you'll see it's under construction (as seen in photo). You'll find many DC attractions are under construction, including Washington Monument, Capitol building, etc. These constructions are the new visitor centers to help direct and gather the tourists following the new security guidelines.
