This monument was constructed in 1908; designed and built by a couple of Belgians Jules Lagae and E. D. Huicqu. The monument pays homage to the 1813 Assembly and the 1816 Tucaman Congress. At the top, a bronze figure represents the republic carrying a laurel branch and plow.
