This concrete plaza located on 2nd Street just north of Walnut is dedicated to William Penn, the man who discovered the state of Pennsylvania. The park sits on the site that Penn's house was once located and the statue in the middle is of the man himself. The other interesting thing about the park is that the ground is actually a map of the city of Philadelphia. Incidentally, the name comes from the ship that Penn came to American on, the Welcome.
