From Washington on the north to California on the south, the full length of Oregon's coast belongs to the public. No homeowner or hotel can block off any part of the beach -- it is all public. I think this is unique among all states bordering an ocean.
While you aren't to trespass through other people's property to reach the beach, there are well marked public accesses all along the coast.
