In KL these days, it seems that anything goes. Malaysian women in tight tops and mini-skirts may not be the norm, but many dress and act as they please.

In more conservative area such as the North-East corner of the country however things are very different. Whilst still liberal by the standards of some Muslim countries people are very much more conservatively minded here.
