During my stay in Baja, I travelled in buses, rented a bicycle and rented a car. The roads are a bit too dusty and hilly to enjoy cycling on. The buses are not that cheap and unfortunately, the bus stations are usually situated on the outskirts of town, so once you reach your destination, you must take another bus or taxi to get into town. The buses also do not access the out of the way places that you may wish to visit.

I would have to recommend that renting a vehicle is by far the most convenient option. It is much cheaper to rent in a larger city like La Paz than a smaller town like Loreto.
