Norway has three levels of public administration.
1) The state ruled by Stortinget.
2) The 'fylke' Ruled by 'Fylkesstyre' (There are 19 of these).
3) The 'kommune' ruled by a 'kommunestyre'.

Oslo is a special case. It's bouth a Fylke and a Kommune. The building where the politicians meet is Rådhuset. Take a look inside if you can. You should see some magnificent decorations. The bells are situated in one of the towers, and is used to play during the summer.
