The waitors in norway are paid by regular paychecks, so the tip is an indication of how well you liked the service. Bear in mind though, that waitring isn't a job that pais too well. Usual tip is eighter rounded upwards to the nearest 10 NOK or 25 NOK depending on the price of the meal. Waiters will bring you your change back when your paying if you don't say anything.

Leaving the money on the table after you've got the check so that the waitor can pick it up when you're gone is usual in Norway, but I don't recomend it. It's almost like asking someone to steal from the restaurant.
