It is customary for Turkish shop owners to give you something to eat or drink when you enter their shop. Please do accept. They hope you will, but it does not mean you are expected to actually buy anything. They are just being curteous, or they have an empty shop and want others to walk by and see you in their shop. The logic being that, if there are customers in their shop others will come too and maybe buy something.
