The sibling of the Thongbay Guest House in Luang Phabang is an excellent, cheap place to stay in Vientiane. Although we were happy with Le Parasol Blanc, had we known about the Thongbay we would have stayed there all along.
The house is to the north of the Novotel, down a back lane (but all the tuk-tuk drivers know it), among other houses. The building has huge verandahs which double as quiet sitting areas (quiet until our two kids arrived, anyway). Some rooms have a private bathroom, and some rooms are interconnecting.
As in Luang Phabang, very firm beds, even firmer bolster-pillows, but there was marginally more hot water from the instant water heater in the large bathroom. The bedrooms were smaller here, and no real luggage or storage space.
The garden runs along the length of the house and behind, creating a secluded, tropical garden with a well-stocked bar.
If the French owner is away, it can be difficult to communicate anything out of the ordinary with the three staff, as they don't speak English, French or Mandarin Chinese.

Very highly recommended, especially at $10 per room per night. At that rate I'd move in if I could commute to Beijing every morning.

Unique Qualities: Very interesting and thoughtful furnishings, some of which are for sale.
French owner is really friendly.
The gardens provide hours of entertainment for young kids (dog, cat, pond, swings, old rickshaw, grass, etc).
There are more mosquitos here than we saw at any other place though: the ground here is low-lying and swampy.
