This museum is one of the city's several museums and is an example of the Russian architecture of the neginning of the 20th century.
The building housed the City Council before 1917.
The most popular exhibition there is dedicated to the life and activities of Clement Voroshilov, the first Soviet five-star general who lived and worked in Luhansk in 1917-1918.
The exhibition contains authentic artifacts: gifts to him, paintings and documents, Voroshilov's uniform. Seeing his uniform you can't help wondering what a little man (about 160 cm: 5' 3") he was.
