Many Portland fountains are works of art, but also are maintained for children to wade in during the summer months (which can get quite hot sometimes).
Ira's fountain is one of the largest and most popular for this activity, and has been available for this for perhaps the longest time. In fact, perhaps because of the unique step design to the fountain, this is where the habit became popular.
