This is the Horse Guards Dismount Ceremony, which happens daily at 4 PM at the Horse Guards Parade area near Buckingham Palace. Obviously, based on this picture, you can get an excellent view without waiting forever, unlike the Changing of the Guard at the actual Palace. It's a very solemn but entertaining ritual, and I'd recommend seeing this over the traditional ceremony.
