I remember being told that one couldn't get in the grand palace if one isn't dressed properly. I wore a top with sleeves and cropped pants but honestly, they were longer than most that I saw who got away with not changing into skirts that just didn't match with your outfit. But, a rule's a rule so with a 100baht deposit or your ID if you don't have a hundred baht, you can borrow shoes, a top, or pants or a skirt...whatever you may need to be appropriately covered.
How this one and a few others got away with baring legs, I have no idea since they checked everyone. She got quite a few stares from almost everyone who saw her but she seemed oblivious to it.
