Yes, this hotel is owned by the Ministry of Defence andou can brush shoulders with the topbrass judging by the braid and ribbons on some of the guests. It is next door to the Army Hotel mentioned in some travel guides, but far superior.
There are 2 very old French Colonial buildings and one newer one, all with an excellent standard of accommodation: big rooms, ensuites, television with some cable in English, air conditioning and a swimming pool where as usual our size caused some mirth, but we could show off our Australian style swimming. Among its advantages was its quietness and a feeling of security. The staff were very obliging and kept our luggage safe when we went away for tours.
I'm not sure of the price range since it was part of our package but it was certainly far less than the major hotel chains, although obviously more than many of the small hotels that abound, particularly in the Old Quarter.

Unique Qualities: Thre is a grand Banquet Hall/Reception area which is the venue for military conferences and also for grand wedding receptions.
