You can admire really luxuriant vegetation walking around Balboa Park (and many other parts of San Diego as well).
As I know it's rather dry area at least in summer time - who pay for watering all these plants that time? A city? = tax payers? Me when I pay sale taxes? :-)

The "luxuriant vegetation" in and around SD usually needs little watering - except for the grass - most landscaping is created to use minimal water besides natural rainfall. So, the owner of the land pays for the watering. If the owner of the land is the city, county, state or Federal Government then the tax payers - and tourists - pay for watering.
