Mail moves pretty much the same here as in other parts of the world, drop it at one of the mail boxes or the local post offices around town, the service is very good, also they offer local and international express service, the rates are affordable, and yes they use the old lick-me-up stamps, the mail Institute, also offers collectible stamp issues to those who have the hobby.
Take note that local Zip-codes are not used, but rather you'll write the name of the person as usual, the street name or number, the house # (Casa #) the sector of the city the live in, and the city.
All incoming international mail is inspected (Opened) by the security service office in the mail Institute, as well as some out-bound international mail as well, The Dom. Rep. is fighting a war with drug traffic on the island.
