Driving in Hungary is a good choice as the country is quite small...
Except Budapest. There are traffic jams, pushy drivers, and no parking, just like in a big European city. Don't forget that you have to pay for parking in the city center. Look for the blue ticket machines.
Use public transport instead. It may not be the most comfortable, but it's cheap and it will take you anywhere.

About highway costs:
You have to pay for every highway except M0 (circle around BP). For M1, M3 and now M7 too, you have to buy a vignette. There are 10 days, 1 month, 3 month, etc. passes. It's valid on all above mentioned highways. You can buy it in gas stations and I think on the border too.
On M5 you have to pay at the gates (this one is more expensive).
