I've been to a number of higher-end restaurants in Istanbul, always when I'm traveling on business. Unfortunately, it has been my experience that in general, the higher the price, the worse the food. This goes for high-hipness-quotient places like Ulus-29, Sunset, Vogue, and most of the discos that line the Bosphorus in the northern part of the city. One higher-end place that at least offers good food is Park Fora, a fish restaurant alongside the Bosphorus. The food is similar to what you get at places like Garaj, but there are nicer tablecloths and English-speaking waiters, for which you pay accordingly.
