This is the observation tower at Maxwell Game Refuge. You can climb this tower that sits on a hill and see most of the refuge. Beyond the tower is a road where you can drive your car in to the refuge. Once when we were there the entire herd of buffalo seemed to be standing in the road and we waited a long time for them to move out of the way.
