Reaching Baja is fairly simple once you are in Southern California. If you are driving you should take the 5 freeway south or the 805 south to the Otey Mesa border crossing.
If you need to fly in from another State or country I'd suggest that you should fly intro San Diego first and then cross the border either by public trolley, or a rental car. Once inside of Tijuana it is very easy to catch a taxi to take you anywhere in the city or you can utilize the public bus system.
Public transport is not a problem from Tijuana to Ensenada and anywhere in between...butr the further south in Baja you travel I'd advise that you take a 4x4 or a sturdy car because the roads beging to deteriorate the further south you travel.
