Since Bregenz is an 90 mins. from Zurich airport and 3 hrs from Munich airport and 4.5 hrs from Stuttgart and 3 hours from Innsbruck, it's best to fly into one of these airports and change to trains for the picturesque ride, no matter which you choose. The train which goes from Munich to Zurich and vice versa goes right through Bregenz, without needing to change trains/umsteigen.
walking or driving are the only options for this little town of 29.000. Bikes may suit your needs, at least at the flatter parts near the lakefront, train station, and post office. From there, it's always uphill.
