The HI (formerly IYHA) hostel in Lisbon is a fine place to stay. It's a little bit out of the city centre, but the metro isn't far and it's actually an easy 25-30 minute downhill walk to the Baixa.
The breakfasts and friendly helpful staff were the big positives for me. It was a really nice place to stay - though one lady in the kitchen could be pretty scary if you took more than permitted at breakfast!

Price Comparison: least expensive
Directions: Just off Avenida Duque de Loule. Nearest Metro sation = Marques de Pombal (Linha Gaivota).
