I only came across one of these in my five days in Paris and fortunately it didn't cost me any money!
It is the Jardins du Trocadero. This is a grubby, litter covered, hawker infested place, packed with tourists equally sucked into coming here to get that beautiful post-card photo of the Eiffel Tower. If you don't look around the gardens themselves you can get that shot and get out. Watch out for the skaters that tear around the paved areas. Try not to step on the hawkers mats where their wears (hats and mini Eiffel towers) are spread out for sale.
The building which dominates this 'garden' is a soviet style megolith which is really very ugly. Just look back at the Eiffel Tower, get your photo, and get out quick!
