The northern Virginia/Washington DC area is bless with having 3 adjacent airports: Reagan National (closest), Dulles International (next closest), and BWI (a bit out, but not too bad). You can fly into any one of them and take an airport van into the city. Only from Reagan National you can take the metro. Hint: when checking local airports in the internet, use the code WAS. This code searches all 3 airports simultaneously!
You definitely need a car! Mass transportation in the USA is a concept that has yet to bear fruit. Our railway system will take you to the major cities, though, but check the schedules online. Inside Washington, DC, the metro is a good option for getting around.
