You absolutely need a car to get around in Miami. Public transportation is terrible, not to say inexistant.
Only exception is if you are in South Beach, where you can pretty much walk everywhere. You could also rent a moped since it does get unbearably hot to walk sometimes, but as a 'local' I will hate you if you go driving around beeping your horn in the residential areas.
