Mongo's is extremely popular with backpackers and other foriegners. In any given night, you'll hear about 20 different languages here. It's not a terrible large place, so you may want to hit it up before 11 PM to make sure you can find a place to sit. It's a pub/bar type atmosphere, but gets very lively into the night. The food's OK, but really you want to go for the drinks and atmosphere. After 11:30, even the standing room is packed.
Dress Code: No dress code that I'm aware of. In general though, you don't want to try any bar or club in La Paz in shorts, a t-shirt, or ratty jeans. Mongo's is pretty mellow though, so it may not be a big deal of you're clearly a European backpacker checking out the sights.
Directions: Uptown. Get on Ave. Arce, and drive till you pass the first major circle. Take the first left past the police station and you'll see a mural with a howling wolf on your left. It's on that small street. I suggest a cab.
