If you are the hosteling type, I highly recommened the Petra Hostel It's clean and inexpensive, and is actually the oldest accomidations in Israel (Mark Twain stayed there) Friendly staff, cheap beer, and you cannot beat the view from the roof.
I paid, I think $20-25 NIS ($4-5 USD) per night to sleep on the roof. This included a matress and sheets.

Price Comparison: least expensive
Directions: In Jerusalem's Old City. Located just inside the Jaffa Gate, across from the Citidel of David.
