From Dublin - car, train or bus. The train is the fastest, about 2 hours. Car is around 2 1/2 hours if you take the bypasses. Bus can be 3 hours or longer if you can't get an express.
There are also regular ferries from Stranraer, Scotland to Larne, Northern Ireland (north of Belfast) and from other parts of Scotland to Belfast direct. The high speed HSS is a beautiful ferry with restaurants, bars, a casino, cinema, kids play area and duty free shopping. It takes about 2 hours on a good day but is frequently cancelled when the weather is bad.
Belfast has the Harbour Airport for domestic flights from the mainland UK and Aldergrove International Airport which also has domestic flights. If you are coming to NI from Britain, be sure to check which airport you are going to. The Harbour is very close to city centre and is a short taxi ride away (around GBP2 or 3) but Aldergrove is about a 45 min drive from Belfast and it is MUCH cheaper to take the mini bus. This runs every half hour and is located just out the main door and to the right.
There are regular buses around city centre which cost around 75p for a short journey. Taxis are plentiful but you may have a wait in the evening when the pubs close. Always tell the driver where you want to go BEFORE you get into the taxi. Most taxi journeys around Belfast are about GBP2 or 3.
If you want to explore the rest of the country, a car is your best bet. There are regular buses but they will only take you to the main towns and you will not be able to explore much. The train service is fairly limited but is handy for going to places like Bangor or the Ulster Folk and Transport Museum in Cultra.
The photo is from one of the viewpoints on the Lough Navar Forest Drive. This is a really beautiful place to spend a day as there are several trails to follow for views in every direction. It is in County Fermanagh.
