In my opinon, the Andaman coast is by far the best beaches and water. And I agree with hasan that Khao Lak is a great place to start with great beaches, which is about an hour north of the crowded busy Phuket. Bathwater warm water and clean small pebble sand beaches, not quite powdery but close. I find that Krabi, Koh Lanta to the south have way too much run off making the beaches at low tide very wide and soooo far from the actual beach, same goes for the gulf area, particularly around Hua Hin. You can walk for 200-300 meters beofre you hit the water and then maybe another 100 meters to get to water that is deep enough to swim in during low tide, not a problem on the Andaman side.
