Well, I came across this monument by chance when I went on business about Luhansk.
It's at 119 Frunze Street in the area known as "Old Compound" ("staryi gorodok" in Russian), not far from the well-known Luhansk Radio Market.
The monument stands at the entrance to "Horizont" company. I think the company had something to do with developments for the navy, therefore it administered this unusual monument for Luhansk. Sea nostalgia, I call it.
To see this place, take route bus 118 at Red Square bus stop in the direction Lenin Leisure Center ("deka lenina" in Russian) and the bus will drive past the leisure center to 119 Frunze Street. You can't miss it.
