Take the metro to the Didube bus station. For just 4 lari you will get a quick 1 hour trip with a minibus to Gori. In Gori the Mashrutka driver will drop you off just outside the museum. Entrance fee is 10 lari. An extra 5 if you want to visit the Sovjet "Airforce one" = Stalin´s personal railway car. Students just pay 1 lari, no extra for the train. Actually noone checked the "train"-ticket, but I think it was the most interesting part of the museum. Otherwise there are big rooms with pictures, maps, newspaper clips and also personal belongings, like Stalin´s pipe, cigars, ashtray, accordion etc.
WWe had an excellent English speaking guide.
From the museum, there is a quite long walk to the city center and the bus station. No signs but no problem to ask people on the street where to find "Autobus" or "Voksal"
