Ok, since it's near the Lennon Wall, so I had this impression that these hundreds of padlocks attached to the iron railings are associated with that - sort of "silencing freedom" idealism or free-the-people-movement kind of thing - so there goes my either dumbness or over-idealism to objects/symbols.

Those several padlocks fronting the waterwheel on the small bridge are actually "love padlocks" put there by lovers as a symbol of their love for each other, a pledge of sort attached to an iron fence.

But seriously, it looks cute and kind of art-sy thing.

Prague have a lot of historical sights ...as well as interesting stuffs....like the Keys Monument (turn to enxt tip).
