That luang is the national monument of Laos and a big golden buddist stupa that is suppose to have one of buddas breastbones inside it.
There has been a stupa there for 2300 years roughly, but it was just a small one in the beginning and then it has gradually been made bigger and bigger over the centuries.
It´s surrounded by monastaries and have a big square in front of it that is used on national holidays and national parades and so on.
You can walk quite close to the monument for free, but if you want to get past the last wall and walk on the stairs of the stupa, then you need to pay a small fee.
