I always understood, from comments in a few guide books, that there were sixteen sarcophagi at the memorial to commemorate the sacrifice of each of sixteen Soviet Socialist Republics... but most reference books and online resources for English-speakers refer to the fifteen constituent members of the USSR. I can now suggest that the sixteenth sarcophagus was for the 'Karelo-Finnish Soviet Socialist Republic' which existed between 1940 and 1956. Someone, perhaps because I and others kept on posting questions, has recently updated the Wikipedia entry for the Treptower memorial to confirm this (So it must be true!). With apologies for trampling on any Finnish sensibilities.
