The castle you see today is a replica, built in 1964 however, the original castle is significant as it was the site of the suicide of Torii Mototada and his army during the siege of Fushimi. Torii Mototada defended Fushimi Momoyama Castle knowing that he would not win, but he was also aware that if the enemy was busy trying to overtake this castle, his superior, Toyotomi Hideyoshi, would be able to take the more important Nakasendo Fort. Torii Mototada's selflessness and willingness to die to assure future victory for his army is considered to be an exemplary display of the samurai code and what it meant to be a true samurai.
Although you cannot go inside the castle, it is still a nice place to visit, and you can walk around the outside. In the early summer, flowers fill the area. For those with a particular interest in the castle and its history, Yogen-in Temple (also in Kyoto, near Sanjuusangendo) was built using the wood from the original Fushimi Momoyama Castle. It is a fascinating temple, because the ceiling was built with the floorboards where Torii Mototada and his followers committed seppuku. The blood stains are still visible, and they even resemble human form. It's a unique experience.
