A cozy, welcoming small family-run minshuku in Toi (whence you can get a ferry to Shimizu - fun place, full of good fish and great bars, e.g. O-hana...).
Minshuku Fukumuro is not difficult to find, plenty of parking. It is impeccably clean and well-run. It can accommodate a maximum of 25 guests (so book well in advance). We stayed during the "off" season (i.e. early Novmeber) and were offered a 10% discount by the local Tourist Office. We had three rooms, one family room for four, one triple and a double. With a simply excellent traditional Japanese evening meal, unlimited use of the two onsen in the building (including one with an outdoor section, so you can stargaze!), and a really tasty breafast the next morning, our TOTAL bill (after discount) was ¥70,000. Remarkable value!

Unique Qualities: TWO onsen baths. Especially the outdoor one! (not quite lobster heat...)
Quiet, clean place and relaxing atmosphere.
