You can walk to the top, but it is an awful long way. There is an easier way......after you find parking. Take the Funicula Tram to the top. The tickets are not expensive and when you get there, you will still have a nice walk to the end in case you think you need exercise.
Try to get in the front of the line, as the tram is tilted in a manner that you cannot see where it is headed so easily and photos will not be without lots of people...
I have included only two fotos of the funicula area. One of the entrance, and one to show you where some of the inhabitants park their cars. They go inside the hill through a tunnet. I want to meet the people who made that parking garage.
The last photo is a ring to tie your horse, in case you used the old fashioned way of getting up to the top. It made a nice photo.
