There are now quite a lot of supermarkets in Phnom Penh, where you can buys lots of imported goodies not available in the normal markets.

Lucky Supermarket (Street 274) and Bayon Supermarket (133 – 135 Monivong) are probably the best two and both are very cheap for alcohol as well.
A litre bottle of Bacardi cost me $9 and Jameson's was $11.

Shampoo and conditioner etc were a bit cheaper than at home (brands like Dove and Pantene). I think the really large sizes were about $3.99 each.

Sydney Shopping Centre has a food court and children's playground on the first floor.
Their address is 139 Kampuchea Krom (Street 128)
