Gornji Grad, or the Upper City, is a spectacularly regal part of the park complex that includes the Pobednik (Victor) statue as well as the memorial to those who fought in the Second World War, the Stalinist inspired “Smrt fasizmu” monument (The Tomb of the People’s Heroes – Grobljica narodnih heroja). The gardens here are exquisitely sculpted, with massive hedges in geometrical patterns and a series of staircases that make you feel as if you should watch out for the red carpet. It was constructed in 1931 as a post-WWI expansion of the park. It too will give you great views of the rivers and also of Donji Grad (Lower City) as you make your way along to Belgrade Fortress.
