It's a pretty common convention in Europe to name streets and squares after regions and cities in the country in which the streets are located, or after large cities elsewhere in Europe. This is just a convention, so you shouldn't expect there to be any special "Alsatian" flavour to Rue d'Alsace-Lorraine. Rather, this is a long and very nicely renewed shopping street that has been converted into a pedestrian mall. It is wide and contains pretty much every high-end and brand-name store you might expect to find in a city like Toulouse. Still, it's fun to walk down and window shop. Most importantly, it's one of the easiest (though perhaps not the best) way to get from Place du Capitole to the Cathédrale Saint-Étienne.
