There is an airport at Vitoria, but it seems that none of the airlines fly there from Britain any more. You'll most likely fly into Bilbao, in which case, just get the bus from there - it takes an hour, and costs 5,45 euros one way (2008 price).

You'll arrive at Vitoria bus staton (pictured), from which is an easy walk to almost anywhere in the centre of town (a bit more if you're staying somewhere near the University for example).

From Vitoria, you can also get buses to Pamplona (about 15E return), Santander (about 20E return), San Sebastian (15,50E return), Zaragoza (15,67E single), Barcelona, and Madrid.
