León is a great city for tapas because it is one of the few that serves it free with every drink! The custom is to not stay in any one bar for long as each have their one or two specialities. If you want to stuff yourself for free but not get too drunk...order a small beer called a 'corto' and the tapas will arrive a couple of minutes later. Pay fairly quickly then it's off to the next bar!
*This custom is quite different to the other city where free tapas is commonplace, Granada. In Granada you are encouraged to stay in one bar for as long as possible by the knowledge the quality of your food will improve with each round. I prefer León's system because encourages the bars to cooperate with each other, offering more varied and interesting food.
