The V&A Waterfront is a fun place to go bum around. There are tons of tourists there, but during the low season it feels more like you are just one of the locals as you shop around. There are nice stores, restaurants, and a movie theater there. You'll also come across entertainers playing music and dancing.
This is also the place where you can take a ferry over to Robbin's Island where Nelson Mandela was held in prison.
We went to the V&A quite often, as we just wanted to people-watch and entertain ourselves on the days that it wasn't nice enough to be at the beach.
Oh yeah, there's also a pretty cool aquarium there where you can see all kinds of ocean life. It's worth seeing once for sure, though I wouldn't worry about it if you are only going to be in the Cape Town area for a week or so.
