The first time there (January 1999), I took the train from Manchester, which is about an hour away. Britain has a terrific rail network. The second time, I took a ferry from Dublin, Ireland. The various ferry operators use different dock facilities. I used NorseMerchant Ferries, which has beautiful, almost new (1997) ships and a very convenient overnight schedule (saving a night at a hotel). The cabin was comparable to those on cruise ships. Unfortunately, they use a dock about 2-3 miles north of Liverpool, with no transportation available except taxis, which must be arranged. Still, it was a good choice, all things considered.
You can walk most everywhere in the city center. Buses are available, as are taxis.
