OK, the accommodation is more expensive and the place is packed with visitors, but you really should visit Popayan during Easter Week. Processions happen every evening from about 8pm, with the biggest and best on Maundy Thursday and Good Friday. Take comfortable shoes - there's a lot of standing around!
