Napoleon first built the arch to celebrate his victorious troops, following Roman example. It was completed in 1836, 21 years after his defeat at Waterloo. Now it is a war memorial for those who fell in WWI, and features a flame of remembrance. I would recommend planning two visits to this memorial, one during the day and another at night, as the views during both times are dramatically different. If you don't have time to visit twice, try visiting at dusk so can see a combination of both times of day. Viewing a sunset from the Arch is a sight to see!
