Arsenals houses part of the National Museum of Art and as such seems to have rotating exhibitions rather than a permanent display. This place looked quite interesting from the outside, with sculptures of some (presumably) famous Latvians lining the street outside so I was quite keen to see within.

While I was there, a really impressive, massive exhibition of contemporary Latvian art was on. I also read that the building houses over 12,000 pictures, scupltures and other works of art by Latvian emigres.

Arsenals is also home to the biennial film festival.
